Issac David Damian-Ellis created an expansive industrial empire by exploiting natural resources and taking shortcuts in operational pollution controls.

His enterprises have been investigated for contributing pollutants to several of the world's water supplies and illegally discharging by-products of his manufacturing processes, but he has not been caught.

Davis is know as The Baron, and under the influence of corporate greed, he continues to dispose of wastes in secret.

He is the self-appointed leader of The Degraders and he manipulates them by funding their individual efforts to create distractions for the Stormwater Defenders so he can continue his illegal discharge of pollutants around the world! Scattershot is The Baron's greatest instrument at distracting the Stormwater Defenders' attention away from his own nefarious activities.

IC-Bot

IC-Bots are the instruments used to create illicit connections for both The Baron and Tox-Ick. They have pipe crawling and navigation capability and are launched in sewer or waste water systems by the Degraders. The boring tool and onboard silicone injection system allow the IC-bots to penetrate the pipes and plumb bypasses to stormwater systems. The Baron uses these so he doesn’t have to pay for permits or disposal costs, while Tox-Ick uses them to continue to destroy our water resources so we need to leave Earth. Specto is constantly hunting these IC-Bots that Gancho can easily destroy – but it’s not easy because there are thousands of them crawling the pipes in Watershed City.
